I am pretty sure you could buy a home record cutting lathe in the early 60s which was going to compete with reel to reel tape.
It failed. Earlier there were magnetic disc recording machines madr by Pye. I have one of those in the collection but not the lathe.

If then it becomes an unavoidable tax for an address not just consumers f the service. I think that would be unpopular and affect collection. I am not sure local govenment would want the extra beaurocracy of deciding who to collect from if not unavoidable and certainly would not want enforcement
