Very difficult. Grunts don’t know constitutional or not, but they know killing innocent civilians or POWs is illegal & orders to so should not be obeyed. Also Presidents can do a lot under an emergency but even then can’t go beyond 30 days w/o Congressional approval, that is, IF we had a Congress.
