This is pure speculation, but I have two ideas: 1) most agencies would have fewer LRT/BRT vehicles than local buses, so it would be easier to have agents check fares on them, and 2) the speed impacts of front-door-only boarding increase with vehicle size, changing the cost/benefit analysis.
The moral panic of the anglosphere over bus fare evasion and proof-of-payment is quite something.
