These drivers pay more in ANNUAL speeding tickets than the amount of insurance they are required by the state to have to compensate their victims ($25k, which is a joke of a minimum; hasn't changed since 1996; today, perforce of simple inflation, it should be double that).

I can 100% see the appeal. It can be impossible to get mental health treatment when you HAVE INSURANCE, to say nothing of those who lack coverage. Miller's plan worked, but only worked because of Paul Weiss (et al). The orders were self-evidently unlawful at issuance and admin knew that. So did PW.

But admin just needed some firms to choose peace with the regime (= $$$) over the rule of law. Incredibly, PW and others were happy to oblige.
