You can do a warm shave to expose more hair for closer cut but I usually end up cutting some skin bumps with this method

Depends on a lot of factors tbh. I have extremely sensitive skin and safety razors are by far the best option for me, but I usually do cold shave (using cold water/ice to tighten skin so blade glides very easily) and it doesn't give very clean look
