That is my point. Forever Canadian did not want to wait for the legislation to take effect. They chose to go in advance of the legislative changes in order to beat the separatists to the punch. Smiths changes didn't come in after the forever Canadian petition.

Nit accurate. If the Forever Canadian group would have waited until the legislation change kicked in they would have had the same amount of time but chose to go ahead notwithstanding the legislation was not in effect yet
