Any artist who goes around stealing any payments given to them, then not providing the commissions isn't a real artist at all.
REAL artists know when to call on not being able to do commissions and give payments back.
To add- If there has to be any excuses, no matter what they are whether it's you don't have motivation or passion, just any reason why you don't want to do the commission then that's more than enough reason to give back the payment.
We might be in the deepest depths of Hell, but let's make one thing clear-
If you're the type of "artist" who says you do commissions, you take payment to do said commissions, then refuse to do those commissions for whatever reason, and then you keep the payment; you are scum of the highest order.👍
