Agreed. However, the US needs to prioritize its investments in science and tech. Education, health care, renewable energy, and the environment need the money more than the aerospace companies.
It won't happen. But a number of aerospace companies will get rich studying the issue and building hardware that will never fly. That's the real goal.
China's strategy is clear: Goad the US into spending billions on unnecessary vanity projects, resulting in the bankruptcy of the US. That's also Russia's strategy. They know full well how to play Trump and the Republicans.

We currently have at least half a dozen entities providing rail service in Ontario. In some cases overlapping. Do we need yet another?
We need to rationalize / optimize use of rail lines (both freight and passenger) in the province. And we need to improve VIA service.
The big factor is curve radius. If you want trains running at 300km/h, you need a minimum curve radius of 4000m.
(Minimum curve radius increases with the square of the desired speed.)
A high-speed rail line needs plenty of straight, flat track. Can you find a straight, flat route through this region? Alternatively, how much dynamite would be needed to blast an acceptable route through all the granite?

One point that many missed in the previous airport expansion debate: The 4th busiest airport in Ontario (YTZ) has a main runway shorter than YGK's *shorter* runway. If there was a business case for air service here, it could have been handled by YGK's pre-expansion main runway.
Good. Someone has to ask the right questions. Such as, what is the impact on travel time if a high-speed train hits a wild turkey?

If construction ever started on the high-speed line, it would be first on the chopping block if (God forbid) the Cons won a national election.
As I've said before, if there was a demand in Kingston for fast trips to Toronto or Montreal, we'd have airline service at YGK.

There's no reason they can't upgrade the VIA line, even to electric. Replace rails and sleepers if necessary, and remove level crossings. Maybe they can't do 300km/h, but they can still make significant improvements, at lower cost.
Gov't can legislate what they want, given the will and the funding.
