So any time they need to hide a crime they think the solution is to go FULL OVERLOAD and shut down the whole area, or shout loudly, or shoot something.

So if they do something sudden, obvious and unexpected it is almost certainly an attempt to hide a crime (ongoing or planned), while failing spectacularly at that goal.
