Part of it is, die to the fillibuster, voters *didn't * see it change (leading to the popular sentiment that "it's all bullshit"), which is something people need to see even if they shouldn't.

A note on why I am who I am, for good or ill: I've often found that someone refusing to question themselves or their beliefs is when the doors to real hurt and damage occur (Trump's a great example). So I'll always raise the question and be willing to disagree...and welcome that from others.
