It’s Georgia. The city is sort of against it, but they’re all ultra conservative and agree with the plan if not the execution.
The are spending $150 million on renovation, which is conceivably enough to build some giant air conditioners, kitchens, bathrooms and water treatment facilities to keep people basically alive. It’s less than 10% of the cost per bed of other jails though.
The federal government does not follow local building codes (Or pay local taxes, even though they use tons of services- fire, police, roads, etc)
