I agree that Congress has abbrogated its responsibility, but not through the War Powers Act.

That is a misinterpretation of that law, which still stipulates that the President can only use military force under certain circumstances, none of which apply here. Notifying Congress does not serve as a 'get-out-of-jail-free' card for the president to do whatever he wants.
