Thank you for your message regarding Congressional apportionment.β€―β€― 

The Permanent Apportionment Act of 1929 established a set limit of 435 voting members in the House of Representatives and created an automatic reapportionment procedure following each decennial Census. Article I, Section 2 of the U.S. Constitution requires that Representatives be apportioned among the states according to their respective populations as determined by a Census. The limit of 435 members became a political compromise after legislative gridlock following the 1910 Census and the admission of Arizona and New Mexico into the union.  

As you know, every ten years the U.S. Census Bureau counts the total resident population, including both citizens and noncitizens. Under Article I, Section 2 of the U.S. Constitution, each state is guaranteed one seat in the House of Representatives regardless of population size. The remaining seats are then allocated one at a time using the Huntington-Hill method, which assigns seats based on priority values derived from state population figures. Once apportionment is complete, states may redraw congressional district boundaries.
