i love how cipher's animations are all silly but then she drops the coolest ult in the game for no reason

she can't record true damage, she gives a permanent 30% def shred to enemies, she has okay personal damage, she's fast as hell and technically converts single target damage to blast so she's good with feixiao, her skill and ult apply a debuff so she's good with acheron too, thats it bye

for example, mydei hits 200k to one enemy and 100k to adjacents

that'd be 80k from the main target and 10k for each adjacent, total 100k recorded damage

cipher's ult would deal 50k to the targeted enemy and 25k to adjacents

or if there's only one enemy then it would be 100k to that single target

she has a mark that records 40% of the damage taken by an enemy and 10% by adjacent enemies

then with her ult she deals 25% of the recorded damage to one enemy and after she deals the other 75% evenly across 3 or less enemies

so if there's 3 targets she deals 50% to the central and 25% to adjacent

cipher is a headache

she *may* be competitive with lingsha on therta teams but that's about it

so hyacine is just a healer that buffs the teams hp

aka bis for the hp based dps, ok for everyone else
