That one person, on his own, can drag us into war reminds me of World War I, where the rulers of Germany, Austria, and Russia were solely responsible for the decision to go to war. Britain and France OTOH had to get political approval.

I have been reading up on the causes of World War I. Pretty much the same thing happened there: Germany, Austria, and Russia could all go to war if the ruler said so. It's worth noting that all three empires collapsed as a result of going to war.
