I'm not an expert but this looks pretty benign. The proposal is to eliminate reputational risk as a metric in supervisory proceedings for financial risk assessment. It wouldn't change what banks can and can't do, but might slightly reduce their desire to censor. Any little bit helps for sure.

If Google really truly blocks side-loading on Android this year my next phone is going to be an iPhone. Android's SDK is worse in every way so the only reason to use it over iOS was the more open system. Locking that system down makes Android nothing but a cheaper, shittier iOS knock-off.
