As I understand it, all of these specific points were already law.
FWIW all of these points seem to have identical language in a 2024 bill with similar yea/nay split.
So there's nothing really new here except that more dems could have protested with their votes.
But it's a massive spending bill and they would be dragged for voting against the other myriad sections.
