Hair splitting over this CBS/FCC/Colbert thing. Maybe it's easier to think of in terms of another FCC regulation: indecency.
The FCC doesn't censor. Networks censor because if they don't, the FCC can fine them. Who is driving the censorship? The one administering the punishment.
CBS says that The Late Show didn't want to provide equal time. But all the network had to do is give candidates late night airtime on a few Texas affiliates. The rule doesn't require Colbert interview them all... did CBS?
You can tell the rage baiters were counting on Bad Bunny doing something overtly anti-American and were left with "he sang in Spanish." Real old man yells at cloud vibes over there today.
Last year's Super Bowl was also a blowout and set a viewership record anyway. I doubt this one gets there for two reasons:
1. Not close to the same star power as Eagles v. Chiefs
2. No free stream to pad the numbers (last year's got an extra 13.6 million from Tubi)

On the other, those newsrooms also commit to holding the powerful accountable. CBS - in the preceding value - pledges to lend them a microphone.
I don't know why they postponed. But if it airs next week without a football game before it, far fewer people will see it.
60 Minutes had the late afternoon NFL lead-in this week. Next week, FOX has the late game. It's a difference of tens of millions of viewers.
