I thought about this when Trump ran on "OMG crime is at a 45-year high!" (Actually a 45-year low.) Nobody is ever, ever going to say they're comfortable with the amount of crime, or there's too little of it, so there was no downside. As you say, there's always a way to justify more cops.

Something I became aware of in California and Arizona was the phenomenon of corporations owning the land, hiring contractors to do the operations, who hire day laborers to do the work. Not sure if that's nationwide but I bet it's the same in the miles of unattended cornfields you see in the Midwest.
