Rearranged enemies, serious tone, more linear first portion, bigger focus on evading than killing due to a "they might not be dead" mechanic, a completely different artstyle, & completely different puzzles... but because of the camera people pretend one doesn't have any of that

Heather has a timed block that's basically a prototype parry & Henry's backstep/sidestep is a full on dodge with i-frames. Kinda silly how an average Joe trying to survive ghosts & demons & shit has more agility than an elite special forces member lol
Harry can strafe, backstep, & move when shooting. James, Heather, & Henry can move around fluidly while it took Resident Evil until 6 in 2012 to add analog controls (with the exceptions being the N64 port of RE2 & the Outbreak games on PS2).
It's funny how Resident Evil is the more action-packed series of the 2 but Silent Hill actually had more fluid controls first. RE characters can only move like a tank & need to stop when shooting so they can aim up or down (though Jill has a context-based dodge in 3).
I get preferring fixed camera but it's silly when people talk about how survival horror games feel too similar now because you can say the exact same thing about old ones too. Galerians, Resident Evil, Fear Effect, & Onimusha control the exact same. Silent Hill is the same too but you can strafe lol
