Well, I am a civil engineer from Austria and (for instance) we put the water pipes in a depth that's defined as "frozen free". Usually that's 80cm, 100cm in cold alpine regions. This means the soil (and the pipe) doesn't freeze in winter.
Don't you build all the water networks underground in the US? We do this for exactly that reason.
A simple main valve would do the job.
