Even if you run something on a group only instance and have verified every user yourself, VRC's wording is very specific: instances need to be locked to those who've verified through VRC+, which has a monetary cost - unless you're a big enough event that it would cause outrage.
I have actually had a 16 year old child in my NSFW group meet once before! This was before 18+ verification existed on VRC. Since then we've run people's IDs, but the push for their own verification kinda made us look like idiots since they require the instances to be age gated anyway.
