Nice post. Since one aim is to build a market for EVs to be locally produced, I expect that it will be 1-3 of the largest Chinese firms that already have a North American presence. Tesla already has production capability in North America so I doubt the Xi will allow them any exports.

Bit of exaggeration. But BC has high EV adoption, milder climate and a large Chinese population. It is also the port that the cars will land at.

I think that is exactly what will happen. Electricity is so much cheaper than gasoline in Canada right now. Other than Canadians who work in the auto industry, everyone up there (justifiably) hates US companies.

Exactly! I visited New Brunswick and Nova Scotia last year using my truck rather than my EV because the charging infrastructure looked sparse. I could see plug-in hybrids doing well, but that is just a SWAG.

Carney's motivation was saving his canola farmers not climate. He saw what China did to US soybeans. It is interesting that everyone assumes the EV's will be the cheap ones, China will probably export whatever maxes their profit - could be trucks, SUVs, and luxury/sports cars.
