being around fast-moving traffic is generally not a great experience for people not in cars, regardless of separation - so a better question might be why should vehicles be going 40km/h+ (most go 50-60 down here tbh) next to a destination park, housing and a new neighbourhood
to start: the pedestrian and cycling infrastructure isn't intuitive down there - many places already that pedestrians are crossing that aren't the designated crossings because they weren't designed around walkability - but overall still has a wide variety of conflict zones, is meant to be a "place"
spend a lot of time down there - nobody would follow rules if it was 30km/h unless it underwent a fairly significant design language change (continuous pedestrian crossings, permeable / textured road materials, narrower overall ROW - adaptive signalling etc) - hasn't been forward thinking from day 1
agree and my guess would be the other furniture (namely bus shelters) have been cash positive, and unless the city is about to get into the advertising business might be hard to coordinate
