The main threat is loss of selection and quality because of predatory journals, leading to noise and entropy. Traditional big publishers make profits but at least often spread good science.

Yes general encyclopaedias, or national libraries, have no specific purpose. Of course their purpose is to advance learning, but this a generic, evolutionary sense of "purpose" which is true for any public knowledge, just like breathing or socializing
