I think it's just to make sure cards can be recognized even when there could be a language barrier. I think having current rules is good for professional REL but could be possibly be relaxed at lower ones.

We had a local win on a Saturday then they showed up Sunday hoping to play whoever got a bye each round. We had an even number of players and every time people dropped, they dropped in even numbers so they just got to sit around and chat in between rounds. Would have been cool for them to play.
