I should caveat that by saying, double parking and pavement parking is pretty endemic. So it's not clear to me who the windscreen penalty actually applies to.
Here in Rome, if people really get pissed off with someone's bad parking, they lift the windscreen wipers of the problem car. Definitely worth adopting that in the UK.
