The main thing is this: we have their passwords/pins and we have the shared understanding that their phones are open to us. We check them periodically, mostly for WhatsApp drama/issues.

That seems to have worked for us so far (12/15yo). That may be in part down to our kids personalities, though

Our solution is only minimally technical, and mostly relational.

The two technical things we do are a) use mobile provider that broad blocks most dodgy stuff b) have their Google accounts controlled by Google family group.

I assume the intention here is that you budget for this cost as part of your grant? Not that that helps with the core access problem.
