The government’s move to scrap the 11 per cent duty on cotton imports has provided immediate relief to India’s textile industry, which has been facing heightened uncertainty due to tariff pressures in key export markets. In a notification issued by the Central Board of Indirect Taxes and Customs (CBIC), raw cotton imports under heading 5201 will be exempted from customs duty between 19 August and 30 September. Industry associations have long sought such a measure to support exporters against global trade disruptions. According to the Confederation of Indian Textile Industry (CITI), even a temporary duty removal demonstrates policy support for strengthening the sector’s global competitiveness. The decision comes at a time when exporters are grappling with cancelled or delayed orders from US buyers following Washington’s move to impose an additional 25 per cent tariff on Indian goods. The cotton value chain in India employs nearly 35 million people and contributes to about 80 per cent of textile exports. Any prolonged disruption risks adverse effects on employment and foreign exchange earnings, with the industry aiming to double its shipments to $100 billion by 2030. The US remains the largest destination, accounting for 33 per cent of ready-made garment exports in 2024, as per the Apparel Export Promotion Council (AEPC). Meanwhile, the government is implementing wider export-boosting initiatives. Minister of State for Commerce and Industry Jitin Prasada informed Parliament that strategies include incentives, trade promotion activities, and digital platforms. Under the Export Hubs Initiative, supply chain interventions have already been prepared for 590 districts, with work progressing to cover the rest, aimed at strengthening MSME participation in global trade. India’s textile and apparel sector faces renewed pressure as US President Donald Trump has imposed a 25 per cent tariff on Indian goods, catching the industry off guard. Although India’s tariff is lower than China’s 30 per cent and Bangladesh’s 35 per cent, these countries can afford deeper price cuts, making it harder for Indian exporters to stay competitive in the US—their largest export market. In FY24, the US imported textiles worth $10.05 billion from India, comprising 28 per cent of India’s total textile and apparel exports. Apparel accounts for the largest share, followed by home textiles and made-ups such as carpets, towels, and upholstery. Vietnam, with a lower tariff of 20 per cent, now enjoys a clear advantage over India and other competitors. The US accounts for 33 per cent of India’s garment exports, with China, Vietnam, Bangladesh, India, and Sri Lanka holding respective market shares of 21, 19, 9, 6, and 3 per cent. According to Sudhir Sekhri, Chairman, AEPC Chairman, Indian apparel exports to the US stood at $5.1 billion in FY25 and are likely to slow until an interim bilateral trade agreement is finalised, expected by late 2025. India set to bridge China’s gap in Japan’s garment market As part of this effort, the delegation will participate in the India Tex Trend Fair, scheduled to take place in Tokyo from July 15 to 17. The Apparel Export Promotion Council (AEPC) has stated that India is well-positioned to fill the gap in Japan’s garment market caused by the declining share of China, which remains the largest exporter of ready-made garments to the country. To explore new trade and investment opportunities, AEPC is leading a high-level delegation to Tokyo. The initiative aims to strengthen ties with leading Japanese brands and retail chains. As part of this effort, the delegation will participate in the India Tex Trend Fair, scheduled to take place in Tokyo from July 15 to 17. Over 150 apparel exporters from India are set to showcase a wide array of domestic garments at the fair, underlining the country’s diverse and quality-driven apparel sector. “The council will be taking a high-level delegation to Tokyo to explore the possibilities of enhanced trade and investment by engaging deeply with top Japanese brands and retail chains,” Sudhir Sekhri, Chairman, AEPC, said. He also noted that India’s increasing engagement with the Japanese market has led to better utilisation of the bilateral free trade agreement. “India can easily fill the void created by the declining share of China, the largest exporter of RMG (ready-made garment) to Japan,” he added. In 2024, India’s garment exports to Japan were valued at $234.5 million. In contrast, Japan imported garments worth approximately $23 billion in total, with India accounting for just one per cent of this volume. “Japanese sourcing companies focus on cost, quality, and agility. Indian suppliers are well-positioned to meet these expectations, ranging from small, customised high-value orders of 200 pieces to large-scale orders of up to 3 lakh pieces of a single style,” Sekhri said. He highlighted that LEED certification signifies reduced resource consumption, a lower carbon footprint, and better air quality within factories. He further noted that such certification also brings down operational costs, enhances property value, and boosts investor confidence. Sekhri expressed confidence that an increasing number of garment factories in India would pursue LEED certification in the near future. Meanwhile, Thakur observed that India currently has only 13 garment factories with LEED certification, compared to approximately 250 in Bangladesh.
