MPs declare assets National Assembly secretary Esther Kaapanda on Tuesday confirmed that several members of parliament (MPs) have already started to declare their assets. This is in accordance with the code of conduct, which requires MPs to declare their financial interests as prescribed in standing rule 65, which came into effect after they were sworn in. She explained that subject to the rule, the first declaration must be made within 30 days of being sworn in as an MP. Following that, MPs must annually declare particulars of their registrable interests on or before 30 April each year, unless the committee decides otherwise. Any member of parliament who has no registrable interests must furnish a “nil return”. The rules further state that if circumstances permit, the MP must be afforded the opportunity to rectify the breach of which the member has been found guilty. An MP who fails to comply faces penalties including reprimand or a fine not exceeding the value of a month’s salary, or twice the value of the unethically derived benefit, whichever is greater. Further penalties include a reduction of salary or allowances for a period not exceeding 15 days, or suspension of the MP’s privileges or right to sit in the August house or committee for a period not exceeding 15 days. Such penalties must, however, be commensurate with the severity of the MP’s breach of code of conduct. The Code of Conduct further states that the committee may receive a complaint from any resident or citizen of Namibia alleging a breach in writing, containing a clear detailed description of such breach.
