The company attributes this relatively modest growth to its focus on maintaining affordability for customers while still ensuring reliable service. With the current economic climate presenting challenges, Dominion is seeking a base rate adjustment to cover these costs. According to the company's filings with the State Corporation Commission, the requested base rates reflect significant inflationary pressures since 2023. The cost of labor and materials has increased substantially, resulting in higher expenses for the utility provider. To maintain its commitment to serving growing customer bases, Dominion is also seeking investments in infrastructure and equipment upgrades. In addition to the base rate increase, Dominion Energy Virginia is proposing a change to its fuel rate structure. Currently, power capacity costs are factored into the base rate. However, the company believes that this approach can lead to rate instability. By moving these costs to the annual fuel rate, Dominion aims to promote more stable pricing for customers. As part of this proposal, the new fuel rate would take effect on July 1, 2025. The scheduled expiration of a $3.99 fuel credit from a previous case will also be factored into the overall increase. This total includes the previously mentioned fuel commodity price forecasts and extended cold weather in January 2025. For a typical residential customer, this translates to a $10.92 monthly fuel rate hike.
