Tiny Houses and the 2025 California Residential Code: Understanding Appendix BB In recent years, the idea of the “tiny house” has moved from fringe housing experiment to mainstream housing strategy. Rising construction costs, limited housing supply, and growing interest in minimalist living have all contributed to the popularity of smaller dwellings. Building codes have evolved alongside this movement. Earlier versions of the California Residential Code addressed tiny houses through Appendix Q, first introduced through the International Residential Code in 2018.

Tiny houses are now recognized in the 2025 California Residential Code.

Our new article explains Appendix BB – Tiny Houses and the rules governing homes under 400 sf.

Want more rooftop solar? Raise energy performance standards for new buildings. When the bar is high enough, solar becomes the obvious answer — not because we mandated it, but because it wins on merit. Smarter codes, more panels. #BuildingCodes #Solar #HousingPolicy

Nebraska committee hears bid to freeze and roll back building, electrical and energy codes to address housing costs Sen. Kathleen Kauth introduced LB 11-34 to limit state and local updates to residential, electrical and energy codes and require independent proof that code changes are necessary for safety; supporters said targeted rollbacks could lower initial construction costs, while opponents warned of higher long‑term energy bills, reduced safety and lost local control.

Senate upholds chair's ruling, blocks amendment to roll back all-electric building mandate Senators rejected an appeal to overrule the presiding officer and blocked an amendment that would have allowed use of the 2020 energy code instead of the newly enacted 2025 code, with proponents arguing the change would lower construction costs and opponents saying the amendment was non-germane to the bill.

The New York State Senate has just upheld a ruling that blocks an amendment aimed at rolling back the costly all-electric buildings mandate, leaving many to question the future of affordable housing in the state.
