The Department for Transport seeks to procure robust, scalable, and reliable BODS/ABODS services. These services will support the publication, management, and dissemination of open data related to bus services across the UK. BODS and ABODS will deliver in alignment with the DfT's strategic direction and priority outcomes, in particular; 1) Grow the economy by investing in enhancing the transport network; 2) Improve transport for users; and 5) Be an excellent department. Theses services will also delivery in alignment with legislative requirements, the National Bus Strategy and the National Data Strategy.

Transport Focus intends to establish a new internal function to gather, manage, and use transport data, including but not limited to large open data feeds such as the Bus Open Data Service (BODS) and from Network Rail, as well as links to other organisations data feeds.

This function will support internal analysis, reporting, and insight generation, for example the development of reporting dashboards.

The organisation requires external consultancy to provide on the staffing and technical capabilities needed to set up and operate this service.

The consultancy will not be required to design policy, carry out user research, or implement systems.

In 2019 the Scottish Government brought in new primary legislation for transport (the Transport (Scotland) Act 2019), which included new provisions to better define bus open data, and to require it be shared for the new purpose of directly informing passengers (or potential passengers) about services. We believe that bus open data is essential to make travel on public transport more accessible, and to increase patronage of public transport in Scotland.

We intend to introduce new supporting legislation, known as Regulations (or 'Secondary Legislation') which define what specific information is required to be published, when, and in what format. This will allow for consistency across Scotland and will help us align with changes already underway in the wider UK.

Facilitated by the Transport Open Data User Forum (TODUF) and chaired by Transport Focus, the forum's launch coincides with the ongoing procurement process for the next phase of the BODS contract, due to be awarded by the Department for Transport (DfT) later this year.

BODS is currently managed by KPMG International and Ito World and has become a central resource for operators, local authorities and developers working with open transport data. As its contract comes up for renewal, stakeholders are eager to ensure the next phase builds on the achievements of the past five years.

Transport for London produces the BUSTO dataset each year to provide an understanding of customer usage and travel patterns on its bus network. This detailed dataset is the best available estimate of bus boardings, alightings and loadings on a typical day. TfL uses this dataset to assess bus service provision, demand profiles and customer experience, as well as inform service planning and performance measurement.

BUSTO is based on observed passenger data from autumn each year, which is a typical period within the busiest time of year on London’s public transport networks. None of the values is a count of individual passengers on any particular day; rather they are averages over the period in question. The figures are presented to high resolution (i.e., each bus stop for each 15 minute period in each day type). …
