It completely is cowardice.
The #CleanAirZone not only won't work, it *can't* work. And all because our political leaders are scared to use their extensive political capital to do the right thing, while the health of the city region's residents continues to suffer.
Also to be fair to him, the disastrous #CongestionCharge ref (which not only made it hard to bring one in in GM, but also everywhere else too) was before his time.
The #CleanAirZone is a clear case of 'differently' not being a synonym for 'better'.
If it's any comfort, the Manchester #CleanAirZone was sunk by the same process - it wasn't going to apply to private cars, taxis registered in GM would have been exempt so the only people etc. etc.
And yet we got Reformist screaming about 'Burnham's Congestion Charge' which sunk the whole thing.
The refusal to put in either a #CongestionCharge or a #CleanAirZone, even if these were just within the inner ring road is a total failure of political courage in GM.
Mind you, the ones in London haven’t kept up with inflation so have become less effective & it’s good to see that being considered.
More evidence that carrot and no stick does nothing to encourage #ModalShift. Greater Manchester’s politicians need to be braver and bring in the #CleanAirZone and #CongestionCharge the city so desperately needs
The #CleanAirZone is inexcusable - it's not just that it won't work, a non-charging scheme *can't* work as there's no carrot to drive behaviour change.

There's no point in having loads of political capital if people are too scared to use it, but as we've seen with the #CleanAirZone Manchester politicians are still cringing about the #CongestionCharge referendum.

Yes, and for all the talk of GM's success in active travel, the delivery has stalled and the vision has been lost.
The #CleanAirZone is, I think, a demonstration of the limits of Burnham's power - essentially he can only deliver if the 10 council leaders are on side, and on this, they weren't.
You’ll excuse the cynicism but I don’t think he *has* done a lot for #ActiveTravel, given that we’ve something like 4% of the planned ten year network plan, seven years in.
He has done a lot of good stuff, e.g. buses, but AT and the failure of the #CleanAirZone are hardly successes.

Great to see the direct impact of #Sheffield's #CleanAirZone - over £200,000 from the charge is going towards creating new #SchoolStreets. School Streets reduce #AirPollution around and at schools, reduce road danger and help kids get active. Win!
