Newburyport holds first reading on competency-determination policy to replace MCAS for graduation The committee reviewed a first reading of a locally defined competency-determination policy required after changes to MCAS. The district proposes students must pass required coursework (65% or higher) and demonstrate mastery via a final assessment, capstone/portfolio or equivalent; a policy template must be submitted to the state by Dec. 31.

Newburyport's School Committee is redefining graduation requirements with a new competency-determination policy that emphasizes both coursework completion and mastery through innovative assessments.
