What is Cyberflashing? Cyberflashing is the non-consensual sending of unsolicited sexual or obscene images (most commonly photos or videos of genitals) to another person via digital means. It is a form of image-based sexual abuse or online sexual harassment, often compared to in-person "flashing" but carried out digitally. Common Methods Text messages or messaging apps Social media platforms (DMs, comments, etc.) Dating apps (Tinder, Bumble, etc.) Peer-to-peer file sharing like AirDrop (Apple), Bluetooth, or similar technologies Even if the recipient rejects or deletes the image quickly, a preview may still appear on their screen, forcing exposure to the content. Who It Affects It disproportionately targets women and girls, including minors. Surveys and reports indicate high prevalence: Significant percentages of young women (18–34) report receiving unsolicited sexual images. It also affects children and teens via social media or gaming platforms. Victims often experience distress, anxiety, violation, fear, humiliation, or distrust in digital spaces. It can contribute to broader mental health impacts similar to other forms of sexual harassment. Legal Status (as of 2026) In England and Wales, cyberflashing became a specific criminal offence under the Online Safety Act 2023 (effective from early 2024 onward), amending the Sexual Offences Act 2003. It criminalizes sending unsolicited images of genitals intending to cause alarm, distress, or for sexual gratification. Penalties can include up to 2 years in prison. From January 2026, it is classified as a Priority Offence under the Online Safety Act in the UK. This requires tech platforms (social media, dating apps, etc.) to proactively prevent and block such content using automated detection, moderation tools, and stricter policies—shifting from reactive to preventive obligations. Scotland criminalized related behavior earlier (around 2010). In other countries (e.g., parts of the US like Virginia), some civil penalties or related laws exist for non-consensual explicit image sending, but it is not uniformly criminalized everywhere. Many jurisdictions still lack specific cyberflashing laws, though it may fall under broader harassment, indecency, or non-consensual intimate image distribution statutes. The term gained mainstream attention around 2015 with reports of AirDrop incidents, and awareness has grown significantly since.
