With the rollout of the Digital Personal Data Protection (DPDP) Act, 2023, and the Securities and Exchange Board of India’s Cybersecurity and Cyber Resilience Framework (SEBI, 2024), India is advancing toward a robust, citizen-first data economy. These policies are enhanced regulatory milestones — they signal a significant shift in how organizations architect digital services: Enabling greater transparency, complete accountability, and assured user control at the core. Aligning with SEBI directives for foolproof identity authentication is driving the adoption of systems that give precise, contextual control to each and every citizen about how their personal data is accessed, processed, and shared. These frameworks improve compliance and are truly key enablers of business resilience, digital trust, and long-term value creation. The Indian Government has progressively strengthened digital security regulations, driven by the growing sophistication of cyber threats and the increasing adoption of online trading platforms. ### Creating digital edge & reaping consumer benefits Forward-looking organizations are already translating these expectations into competitive advantage. By embedding privacy, consent, and auditability in the technology stack, they are enhancing customer experience and building stronger stakeholder confidence. As India pioneers a scalable, secure, and consent-driven digital ecosystem, the most successful leaders will be those who see regulation not as a constraint but as a catalyst for innovation, trust, and differentiation. ### From Policy to Practice: What identity-first really means The DPDP Act introduced a strong framework around data rights: Clear, revocable consent; purpose-limited use; and the right to correction, erasure, and redress. SEBI followed with its Cybersecurity & Cyber Resilience Framework (CSCRF), raising the bar for financial services players by mandating data localization, encrypted controls, consent trails, and risk audits. Together, these regulations are driving a deeper transformation where organizations must rethink architecture from the ground up, building systems that put user identity and consent at the core. That’s the crux of identity-first infrastructure: not just storing data safely, but designing systems that are user-centric by design. ### Success Stories: India use case scenario 1. The Account Aggregator (AA) Framework is one of India’s most advanced examples of identity-first infrastructure in motion. Introduced by RBI and supported by SEBI and IRDAI, the AA ecosystem allows individuals to share financial data, including bank statements and investment records, only after explicit, digitally signed consent. Aggregators don’t store any data themselves; they simply act as secure pipes, transmitting user-approved information between financial institutions. This model nails the DPDP principle of consent-by-design and provides SEBI with the audit logs and purpose-specific flows it demands. According to reports, usage is scaling fast. However, user education about digital trust remains a glaring gap. 2. India Stack’s Aadhaar-eKYC + DigiLocker APIs offer another strong identity-first design. Instead of sharing full documents, users can allow organizations to verify specific attributes, such as confirming their age, without revealing their full birth certificate. This approach aligns tightly with data minimization principles and keeps sensitive information within the user’s control. 3. Public sector innovation is also catching on with licensed account aggregators having embedded consent workflows into government-linked services like PAN application, digital signatures, and open commerce infrastructure (ONDC). Their systems now capture, encrypt, and store consents per DPDP standards and build in expiry protocols, breach alerts, and full audit trails. ### The Power of Control: Identity-first advantage The shift to identity-first infrastructure is about re-architecting control. Here are five top points to consider: **Privacy by Design** : Users actively choose what data to share, with whom, and for what purpose. **Minimalism** : Share only what’s necessary (e.g., a “yes” for age verification, not your whole ID). **Security and localization** : All data stored in India, encrypted at rest and in motion – critical for SEBI-regulated players. **User agency** : Revocation, correction, or full deletion of data must be simple and fast. **Transparency and traceability** : Systems must log every access, every share, and every breach—ready for audit. As users become more and more informed, the façade of privacy can no longer rule their digital behaviour. It’s about boosting trust and accountability into the core of your technology. **Red Alert** : Lead the Digital Change: India’s regulators have laid the groundwork, and now the pressure is on businesses to not just follow rules but lead the change. The Account Aggregator framework, while impressive, still faces slow uptake from many PSU banks. Aadhaar APIs have drawn privacy criticism in the past, and many businesses still see data governance as a legal checkbox, not a design principle. The awareness gap among users is significant as well. Many don’t know they can revoke consent or understand how their data is used in the first place. Bridging this gap will be crucial. ### Where leadership is headed next For CEOs and CIOs, identity-first systems are fast becoming a litmus test for digital maturity. Here’s how leadership can stay ahead: **Step 1:** Adopt sector-agnostic APIs that enforce consent before access, just like AAs do in finance. **Step 2:** Invest in public-facing transparency—simple dashboards where users can manage and audit their own data. **Step 3** : Embed identity-first principles into your product roadmap, not just your legal compliance checklist. **Step 4** : Run DPDP-ready sandboxes for new products—before they scale, and before regulators knock. **Step 5** : Treat identity-first architecture like the foundation of your digital future and not just an afterthought. ### Digital Trust is the new currency of innovation **Siddharth Gandhi, COO- Asia Pacific, 1Kosmos** We have entered an era where data will fuel every innovation, from AI to financial inclusion to public health.
