Tutoring for 3 miilion students starts this school year __ __ __ __ __ MANILA, Philippines — Free tutorial sessions for at least three million students struggling with functional literacy will start this school year, the Department of Education (DepEd) announced yesterday. This move is part of the Academic Recovery and Accessible Learning (ARAL) program under Republic Act 12028, signed into law by President Marcos in October 2024. “The ARAL program is a free tutorial program, so once we assess the children if they need help in Reading and Math, they will be included in the ARAL tutorial program,” DepEd Undersecretary Gina Gonong said over dZBB. The initiative will cover Reading and Math for Grades 1 to 10, and Science for Grades 3 to 10. A rapid assessment by DepEd revealed that out of 24 million enrolled students, around three million have significant learning gaps. To determine who needs support, an assessment will be held on June 16, the first day of classes. “There are levels the children are expected to learn. If they fail to reach that expectation, it means there is a learning gap, they are behind,” Gonong said. Tutorial sessions will be held outside regular school hours: one hour on weekdays or two hours on weekends. For this program, Gonong revealed that DepEd plans to hire additional tutors for the program, including licensed applicants, pre-service educators and private school teachers. Current public school teachers may be tapped, but not those already teaching the tutorial participants. Meanwhile, parents of students selected for the tutorial program will be oriented on its purpose and importance. The ARAL program will also be extended to private school students under the government’s voucher system. ## **Tech gaps** As the government ramps up efforts to support students with learning gaps, a policy think tank is calling for a parallel push to close digital divides in the education sector. Stratbase Institute president Dindo Manhit yesterday stressed that addressing these digital disparities requires more than just building classrooms; it demands the modernization of how learning happens inside them. Citing the DepEd’s projection of a 159,000-classroom shortage by 2028, Manhit urged stakeholders to invest in digital transformation alongside physical infrastructure. “We need structured partnerships that bring in digital innovations, learning platforms, teacher support systems and blended learning models, especially in underserved communities. Such cooperation should begin in the planning phase and continue through execution to ensure integration and impact,” Manhit added. While welcoming the government’s DepEd Computerization Program, which aims to distribute over 64,816 laptops and smart TVs to 16 regions, Manhit cautioned that hardware alone will not drive meaningful progress. “The real value lies in how effectively these tools are used in the classroom to improve learning outcomes,” he noted. He also acknowledged the DepEd’s early moves to explore artificial intelligence in education as a step in the right direction, but warned of foundational issues. __ __ __ __ __

So I said, we can use it for educational purposes,” Education Secretary Sonny Angara said in Filipino, speaking to reporters at the launch event.</p> <p>“AI can be used for all purposes, especially in an organization where there are many problems and information to process,” Angara added. </p> <p>During the launch, E-CAIR Managing Director Erika Legara said the AI center will focus on “real world applications” such as optimizing the use of learning resources, improving student assessments, and using predictive analytics to inform education policy.</p> <p>Legara thanked Angara for “adopting” E-CAIR and stressed the center’s role in helping schools take advantage of AI by improving teaching methods and school administration. </p> <p>“For AI to truly drive national progress, it must transform how we teach, how we learn, how we make decisions to define our future,” Legara said.</p> <h2><strong>Ongoing projects</strong></h2> <p>Before its transfer to DepEd, the research hub had already begun designing AI solutions focused on student well-being. </p> <p>Through computer vision technology, the center is developing tools that can automatically detect stunting, wasting and disabilities among children. This will allow for “targeted nutritional interventions,” Legara said.</p> <p>“We are also building tools, our scientists right there, that will help strengthen leadership through competency building for our school heads,” Legara said. </p> <p>Another potential application of AI under eCAIR will be its role in addressing DepEd’s other problems such as the distribution of school vouchers. </p> <p>“We’re also building systems to help optimize resource allocation through AI-driven voucher distribution,” Legara said.</p> <p><strong>Voucher issue. </strong>Earlier this week, DepEd launched an investigation into a dozen private schools that have allegedly been using “<a href="https://www.philstar.com/headlines/2025/02/20/2422947/senator-eyes-stricter-rules-school-vouchers-amid-ghost-student-scandal">ghost students</a>” to reap the benefits of the senior high school voucher program. </p> <p>Angara has vowed to investigate the issue and work on a technology-based method of detecting undocumented voucher beneficiaries. </p> <p>In Thursday’s interview, Angara expressed openness to the idea of DepEd using AI to catch schools that repeatedly claim subsidies for non-existent voucher beneficiaries. </p> <p>“Yes, because AI can detect patterns of fraud based on past cases. That’s its job. It identifies trends and predicts potential fraud,” Angara said in mixed English and Filipino. </p> <p>DepEd is also eyeing other uses for AI. In a statement on Friday, the department said E-CAIR can be used to “leverage data-driven mapping under the Adopt-A-School Program to identify schools with infrastructure needs.”</p> <p>E-CAIR can also support the DepEd’s personnel assessments by “generating computer-based examination results and offering valuable insights to enhance the qualification system for the National Qualifying Examination for School Heads.” </p> <p>The AI hub’s inclusion in DepEd was secured through a partnership with the Southeast Asian Ministers of Education Organization, a regional intergovernmental organization that promotes cooperation in education in Southeast Asia. </p> <h2><strong>Future of AI in education</strong></h2> <p>As DepEd takes over the AI center, Angara said the agency aims to gradually integrate AI-driven solutions into the country’s education system. </p> <p>He noted the development and use of AI in schools will require collaboration with researchers, educators, and policymakers to ensure its effective and ethical implementation. </p> <p>Sen. Sherwin Gatchalian, chair of the Senate basic education committee, also stressed the importance of preparing students for AI-driven industries.</p> <p>Meanwhile, Rep. Roman Romulo, chairperson of the House basic education committee, described AI in education as “the future” but urged DepEd to remain focused on fundamental skills like reading.</p> <p>“It is now, it is the future. But for the Department of Education, we must not lose focus on the most important thing so that AI is always within our grasp. Any form of misuse of public funds intended for critical education programs will not be tolerated. Private school students demonstrated a higher qualification rate of 43% compared to their public school counterparts at 17% in the admission test.</p> <p>The PSHS system operates under the Department of Science and Technology as the country’s premiere science high school system.</p> <p><strong>Lack of support. </strong>Limited slots in Pisay campuses, as well as the broader lack of government support for gifted learners, reflect a larger issue in Philippine education, EDCOM 2 said.</p> <p>While other countries like China and South Korea support their top 3% of students, and Australia and Europe support up to 10%, the Philippines would need to expand its programs to reach an additional 533,502 to 2.43 million learners to match these levels, according to the commission. </p> <p>The Department of Education has introduced several special curricular programs for gifted students in public schools, including special programs in arts, foreign language, journalism, sports, science and technology, and technical-vocational education. However, EDCOM 2 found these programs faced major shortfalls in funding and personnel support. </p> <p>Among the issues identified was limited financing, with allocations as low as P137 per elementary learner and P180 per high school learner in 2025, representing a decrease of 9 to 11% from the previous year.
