These are good steps, but more is needed. And UK, US, Japan is not in EU. Softbanks (Japan), US & Chinse acquisitions of European players in tech, should be reversed.
Globalization is dead. We need sovereignty.
And EU needs a plan for #DigitalSovereignty & #EuroStack

IBMs Linux is not a standard. But there is nothing IBM at $270bn would like better than if we, EU, made it one. Its would ensure that they could take over the contracts for EUs IT from MS, instead of going to EUs own companies.
This should be where we start for strategic tech autonomy & #EuroStack

That's not the worst: you also need to share revenue with them or else.
