The inciting incident is 100% due to the machinations of the Alliance knights & by extension the Alliance itself.

While the driving force of the plot is Selba's determination to do her version of "the right thing," the knights are the ones who placed her in this situation.

The gov't is situated in a more metropolitan setting than the rest of AElit. Therefore it demands much from the agriculture, the craftsmen, etc. If you can sell to the capital/temples, you're sitting pretty. But they can also negotiate lower prices because of competition.

All three galactic nations have massive impacts on their economies. Hegemonic Houses in particular are fueled primarily by their economy. The Empire limits its wartime industries as little as possible in order to compete. The Federation also has few regulations in place
