26: How stable is your world’s government? Are they at risk of enduring a rebellion?
27: If you’re writing a book/stories, how has the government impacted the plot?

Inverted relationship. The corporations basically run the Council via corruption. Thus, it's more accurate to say that the economy controls the government. If the corpos want something, they get it.
