I looked back on yesterday's #MemorialDrive slides. #MassDOT considered smaller roads (pic 1, items 7, 12), but lists an inviolable constraint "Equal or better level of service" (pic 2).
It's overbuilt today. If you require no compromises for cars, of course you'll get a highway offramp! (pic 3)
