Vessels can enter #NotUnderCommand #NUC when drifting, for instance when waiting for orders. It doesnt have to be due to an accident or malfunction.
If hit by anything or collided it is not sure bridge crew have time or thought to change AIS setting anyways so #AIS status is only an indication.
