UTF-8だとブラウザメールも開けなくて色々もどかしかったので、グラボドライバ更新と各種設定見直して、戻しましたｗ
うーん、この全角文字アウトにしてるのにApp使わせる方針、なんともイラっと来ますね～
ゲーム毎の設定なんか、こっちが優先される事もあるのに

こちらの方の方法を参考にして、無事開けました
しかしUTF-8だとメモ文字がバケラッタ状態なので、早急に改善が欲しいところではありますね…

やり方
コントロールパネル→地域→管理タブ→システムロケールの変更→ベータ：ワールドワイド言語サポートでUnicodeUTF-8を使用にチェック→再起動

検索やChatGPTなど色々試してますが、改善の道は見えてません
とりあえずドライバは手動で最新入れました
