Because Social Security is now dependent on Federal Budgets. The funding (even for management of the program) comes from the #OASDI trust funds for #FICA payroll taxes.

Social Security & Medicare are both funded ONLY out of the #OASDI Trusts. So Congress can't touch that money UNLESS they call it a "loan", which has been done before, many times.

Medicare is not in any line item in budget bills. Because it is funded from #FICA taxes, #OASDI trust and income taxes paid by SS retirees who have taxable income. A budget bill can’t redirect funding in an existing Law, so where are cuts from?
