3/10 The freeze began during the 2009 global financial crisis when Liberal Premier Dalton McGuinty slapped it on MPPs. Subsequent Liberal and Tory governments kept it in place with NDP support. Mike Harris eliminated the pension plan in 1995 as a populist move.
