Our fear has been that if the -#PetroStates refuse to engage with the #PhaseOut, the #OilMarket will collapse at some point, collapsing economies with it. If they engaged with a supported #JustTransition they could transition to avoid a total economic wipeout. Can authoritarians do this? We fear not
