PJM seeks to broaden a cost recovery system approved by FERC for Pennsylvania's Eddystone plant to apply to other power plants in the PJM region that must remain operational due to Department of Energy directives The Public Utility Holding Company (PUHC) Commission of Pennsylvania (PJM) has proposed a cost recovery system to address power plant operations that are compelled to remain operational due to directives from the Department of Energy, following a previous approval for their Eddystone plant in August. The new plan aims to distribute costs among all Load Serving Entities (LSEs) in the PJM region proportionate to their daily unforced capacity obligations, regardless of whether they directly benefit from the preserved generation units or not.
