A thorough investigation into the European event is vital to determine its causes and evaluate the responses of grid operators, preventing hasty conclusions. Texas’ grid management strategy revolves around a "defense in depth" approach – a multi-layered system of redundancies and response measures designed to handle potential disruptions. A key element of this strategy is the expansion of fast-acting resources, particularly battery storage, to bolster grid resilience. The Texas Public Utility Commission (PUC) emphasizes that the need for ancillary services, like these fast-acting resources, is determined by assessing risks, rather than targeting specific energy resource types. This principle highlights a focus on mitigation, not the condemnation of particular energy sources. Texas’ grid operator, ERCOT, demonstrates a commitment to continuous improvement through proactive protocol revisions. Last year, ERCOT incorporated stakeholder input to revise protocols, addressing a potential issue where computer settings on inverters could inadvertently cause multiple power plants to simultaneously disconnect.
