Sie agiert unabhängig von Quantum Systems. Ein Grund: Quantum war ursprünglich als Unternehmen für zivile Produkte gegründet worden. Ein Teil der ursprünglichen Investoren unterliegt selbst auferlegten Zivilklauseln, die eine Investition in Rüstungsgüter ausschließen. Bei Stark ist das Ziel unter anderem die Entwicklung von „Loitering-Munition“, sogenannten Killerdrohnen. Diese Drohnen kreisen über einem Kampfgebiet und stürzen sich als fliegende Bomben auf ihre Ziele.
