Camp East Montana, a massive immigration detention facility being built at Fort Bliss in El Paso, Texas, is located in the Chihuahuan Desert near the U.S.-Mexico border. ® The facility, which opened in August 2025, is designed to hold up to 5,000 single adult detainees and currently holds approximately 2,903 individuals as of January 8, 2026. ® It consists of temporary, soft-sided tent structures and is operated by Acquisition Logistics LLC under a $1.24 billion contract. ® The camp has drawn significant scrutiny due to multiple detainee deaths, including a third death reported on January 19, 2026, involving a 36-year-old Nicaraguan man, Victor Manuel Diaz, whose death is presumed to be a suicide but remains under investigation. ® Human rights groups have accused ICE officers of coercing non-Mexican nationals, including asylum seekers from Cuba and Guatemala, to cross into Mexico illegally or face deportation to third countries. The facility has also been criticized for inadequate medical care, lack of legal access, and poor living conditions, with reports of detainees being held in extreme heat (temperatures exceeding 100°F in summer) and subjected to alleged abuse. O Congressional oversight has raised concerns, and the American Civil Liberties Union (ACLU) has called the camp a "human and civil rights catastrophe."
